next week. <br />~ 7. Remediation/DEQ Statug <br />David Hartwig reported that a11 work on the site has been completed. All that is left to do is discuss <br />closure strategy with DEQ. Per Tom Gainer of Centurywest, the Liu building and the remainder <br />of the site can begin closure preparation. The Chevron site did not get all contamination out due <br />to water constraints at the time. The closure strategy for this section will be determined by what <br />construction plans are for this corner. It was recommended wait on the closure preparations for the <br />Chevron site, but begin preparations for closure on the Lui Building area and the remainder of the <br />block. This issue will be revisited as soon as we get a green light on the project. <br />Projected Time line for Project <br />Billy Wasson laid out a projected timeline that developed from conversations with Arbuckle Costic <br />in the past few days. Architects show 8 weeks for design development drawings and 16 weeks for <br />construction drawings. Based on a monthly projection, here is the projected tuneline: <br />March, 1998 - Architect gets go ahead <br />September, 1998 - Review <br />October, 1998 - Out for bid for general contractor <br />December, 1998 - Contractor on site <br />~ April, 2000 - Completion of proj ect (14-16 months construction) <br />This schedule could be accelerated and we could pick up anywhere from 1-4 months savings in time <br />schedule. <br />8. Q & A Status <br />Cazol Fischer presented a different proposal for the Q& A information. The first draft was written <br />from perspective that project is going to happen and would like to change language to more neutral <br />position. Intent is to put into mailings from chamber, transit, library inserts, county mailings, <br />website, etc. Timing would put this information out about 2 weeks prior to SPOC's <br />recommendation. Proposal is to wait until SPOC's recommendation is given. If positive in the <br />response, then we could use the credibility of SPOC's charge as spring board to answer questions. <br />If we receive negative recommendation, then we scale back on our explanations. This would put <br />us in a better position to move forward with a cleaner less expensive product with a longer shelf life. <br />Recommendation by Randy Franke was to provide the current information to SPOC and hold off <br />on disseminating information to the public. A final version will be available for the mailing <br />deadline for agenda items to the SPOC members. <br />The issue of Berrey/Frey allegations has not gone to SPOC yet. Transit board has refined their <br />report on this issue. Randy Franke has requested that when references are made to specific board <br />minutes, that all those minutes are attached as a back-up material and available for reference. <br />~ Page 4 of 6 <br />
