distribution. Cazol Fischer would check with Ra.ndy Franke for a cover letter to be included with <br />~ the Berrey/Frey chronology report and get it to Sheryl in time for mailing. Randy Curtis will supply <br />Billy Wasson with back-up detail to courthouse and Franklin building renovation costs to help <br />a.nswer any question that may arise from the presentation of this item. An error in the calculation <br />on the revenue sheet was found and Sheryl will make the correction. On the revenue sheet for <br />items f& g, a note will be added to define as discretionary funds (lottery & community <br />development-block grant). <br />Larry Oglesby raised the question that service impacts issue may resurface during the Chamber <br />report and we need to be prepared to address this question and any other that arises, such as how will <br />county handle the debt if county walks away from the project. This issue will be of interest to <br />county employees as well as the public audience. One strategy would bonow funds to pay off <br />immediate debt and repay the loan over a period of time with rental proceeds. There will be <br />service impacts no matter what happens. Ken is prepared to answer that regazdless of what takes <br />place, we need to do it and it's not related to the project. If this issue isn't raised by SPOC, the <br />Statesman Journal will more than likely pick up on it. <br />Next Thursday's meeting will be used to prepare for the meeting on the 24~. Staff wants to be <br />fully prepared and have a dialogue on how information is presented. The key piece will be the <br />lease study and how Don Palmer presents the final information. His comments can be very <br />powerful and key to the future of the project. Melvin Mark will ask Don to return ne~ week for <br />another run through of the lease study. <br />~ Since the new roforma has onl been shared with a limited ou it is im ortaat that eve one <br />P Y ~' P, P rY <br />understands our current position. We won't know if we have a viable project until we get a design <br />and bid it out. Interest rates on bonds could be lower as well.
