The Board of Directors vests in the General <br />' Manager day-to-day operational control of District operations, <br />including primary responsibility for all aspects of employment <br />' relations. The Board of Directors reserves to itself sole policy <br />making authority and exclusive control over all matters, including <br />' those relating to fiscal policy, budget and financial matters, and <br />~ economic aspects of employment and labor relations, to the fullest <br />extent permitted by ORS 267.107 et seq. <br />' The authority of the General Manager, consistent with <br />state law, shall include but not be limited to overall management, <br />' administration and direction of District operations; the hiring, <br />disciplining and discharging of District employe~es; the <br />~ ne otiation, execution and administration of District policies <br />9 <br />' within budget appropriations pursuant to District policy and <br />ordinance or resolution; policy advice to elected officials and <br />~ open communication with the community so as to foster responsible <br />and courteous public service. The General manager's duties are <br />~ dele able.
