.
Another point to bear in mind is that we don't know the effect the waterflow will have without
~ knowing what pressures we are dealing with and how they will affect the building,
Can we get the pump tests completed by someone else sooner or reinforce ~he urgency to
GRI to get this completed right away? Westerberg from Mollala is the subContractor who
will be drilling. Can Pence Kelly provide the service to drill and put in the casing? If
Pence Kelly has specifications, Curt can make calls to see if they can see about availability to get
it completed.
Additional discussion followed regarding options of coping with a possible 2 month delay,
impact of changing to a single story pazking structure and possibly adding one to two levels on a
County owned parking structure across the street and the upgrades required to accomplish this
task.
Centurywest had meetings this morning with Sta.ton Construction and Jody McCqnnell, Marion
County Solid Waste and then had a meeting with Melvin Mazk. It was suggested that Melvin
Mark initiate a meeting with Staton Construction as well.
Discussions went back to who would be signing the contract with GRI for the pump tests. GRI
was recommended as the company with the best history and know how in thi~ area by the
structural engineer. Centurywest indicated that the environmental information is secondary and
~ probably not in Centurywest's best interest to be involved in this phase. The custpm is that the
geotech would work for the owner. The architect is not the appropriate place biecause of the
impact of structural design. The de-watering package will be completed for the purpose of the
design. If we know total volume and then quality of water it will put us in a bett~r direction to
proceed with the project.
The meeting was recessed for 20 minutes so the building owners and project management
company would discuss the situation to determine the best possible approach on the GRI
proposal. Centurywest and Pence Kelly also made phone contacts to see if the purnp tests could
be completed sooner. Other discussions on how to solve the problem or what options are
available were discussed between the remaining attendees.
The meeting was reconvened and it was determined that the project has a seriqus problem.
There is missing data that affects the design of the structure and time of the project. It has to be
done. The decision was made that County would sign the contract with GRI and'Centurywest
would act as project manager for this test. This delay during the testing will affe¢t other team
members. Melvin Mark is working on getting up-to-speed on the project and will need another
week to get all aspects under control. The question is what can or should prpceed in the
meantime while we wait for this information to be completed? The architect ~vould like to
continue with design development documents for the contractor. There are other aspects that
can be worked on that would be unaffected by the design of the parking structure. '~he concerns
of completing too much work and if the worst case scenario develops of a one level garage with
~'` Page 4 of 5
