Ken Roudybush, Director of Fiscal Services, has been the county's budget officer for 19 years <br />and is responsible for the accounting and budget operations. He hold a BS in Business <br />Administration from the University of Southern California and an MBA from California State <br />University at Long Beach. <br />David Harhvig Director of Support Services and Personnel Officer, has been with the county <br />for more than 15 years. He became Risk Manager in 1987 and was named director of the new <br />Support Services Department when it was formed in April 1998 to consolidate financial, <br />personnel and other support functions. He holds a BA in Sociology from Baylor University. <br />County Organization <br />The county orgazuzation and basic services provided aze as follows. (See also county organization <br />chart) <br />The Board of Commissioners adopts the budget for a11 county departments and operations. The <br />board administers all departments except those under the independently-elected assessor, clerk, <br />district attorney, justices of the peace, sheriff and treasurer. <br />Department of Community Development <br />• Conducts building inspections and certification for new and remodeled structures for <br />unincorporated azeas of Marion County and for 16 of the 20 cities within the county. <br />• Reviews all development in unincorporated azeas of the county for compliance with the <br />Comprehensive Land Use Plan and ordinances; issues land use permits. <br />• Directs Marion County Housing Authority <br />Health Department <br />• Primary health care provided includes immunizations, maternal/child home nursing, WIC <br />nutrition program, prenatal care and family planning services. <br />• Public health services include restaurant and school cafeteria inspections and certification, <br />food handler training, vital statistics, medical examiner and communicable disease <br />reporting and control. <br />• Mental health services are provided for children, adolescents and adults. <br />• Screening, assessment and treatment or case management services are also provided for <br />alcohol and drug addictions and to those with developmental disabilities. <br />Juvenile Department <br />• Operates the regional juvenile detention facility. <br />• Conducts altemative education and guaranteed school attendance programs. <br />• Supervises court-ordered community service work. <br />• Supervises youth on parole or probation in the community. <br />Lega1 Counsel <br />• Civil legal advisor and attorney to Marion County, its Board of Commissioners and other <br />
