~ <br />6.635 MOVE OPTIONS <br />6.640 Common Carrier Move Procedures <br />Residential and non~esidential displacees may <br />choose a PUC licensed common carrie~ to <br />move personal property by following the <br />instructions on Form 734-3614. This form and <br />the accompanying instn~ction sheet (Form <br />734-3625) must be given to the carrier i~ <br />advance of the move so the cartier will <br />understand the required procedures. Displacees <br />shoutd instruct the carrier to present the unpaid <br />invoice to the Region Right of Way o~ce for <br />payment. <br />The relocation agent is to monitor the move to <br />the extent necessary to assure that the items <br />moved are eligible for relocation. On this type <br />of move the billing from the mover should be <br />only for those items actually moved. On-site <br />monitoring may not be required. A review of the <br />estimate and bill may be sufficient monitoring <br />and should reveal if any non-eligible items have <br />been inGuded. Questions about specific items <br />should be resolved with the owner prior to the <br />move. Reasons for significant amounts billed <br />over the estimates must be documented and <br />forvvarcied with the claim. <br />6.645 Self-Move Based on Estimates 8~ <br />Move Cost Finding <br />Non-residential displacees may choose to move <br />all or any part of their personal property and <br />daim paymerrt on the basis of a signed <br />self-move agreement for the portion they move. <br />The ; agreemerrt must be made prior to the <br />move, corrtain the specifications of the planned <br />move, (See Sec. 6.655 regarding spec~cations) <br />and be based on estimates prepared by <br />qualified personnel whether done by commerc,ial <br />movers or region Right of Way staff. Qualified <br />region personnel are those who have specific <br />knowledge of rates charged by commercial <br />moving firrns, plus familiarity with equiprr~nt <br />and trade skills required for the move. When <br />two or more estimates are being prepared, only <br />one of these move estimates may be prepared <br />by a staff estimator. <br />On moves costi~g less than $2500, the agent is <br />only required to obtain one moving estimate, <br />called a move cost finding. In most cases this <br />estimate will be prepared by qualified region <br />personnel. Where direct comparisons can be <br />MAY 1996 <br />made to prior moves (goods and costs) this wiil <br />be sufficient for the move cost finding. Should <br />there be no information of this nature a <br />complete move cost finding based upon rates <br />charged by commercial moving firms and <br />dealing with items such as time, wages, number <br />of people, and vehiGe costs must be submitted. <br />On moves greater than $2500 the agent is to <br />obtain two acceptable moving estimates, and <br />payment is not to exceed the lower of the two <br />estimates. In the event there is a wide disparity <br />between the two estimates they should be <br />Gosely scnitinized to be sure they are based on <br />the same set of circumstances. Should there be <br />no apparent technical error, omission, etc. <br />causing the disparity a third estimate may be <br />obtained to assist in arriving at a reasonable <br />moving payment. <br />The agent must advise the displacees that once <br />they have moved under this method of <br />reimbursement, they cannot later claim a larger <br />payment based on actual cost. However, a new <br />moving agreement may be made prior to the <br />move to reflect changes in the move plans. <br />In advance of the move the relocation agerrt <br />obtains the estimate(s) by providing Forrn <br />734-3762 to the estimators. Displacees must <br />submit an inverrtory of items to be moved on <br />which the estimates are to be based. The agent <br />is to provide the estimators with further <br />instructions, in writing, regarding the move. The <br />agent should request the estimators to prepare <br />the estimates as though they would be required <br />to do the work. The agent should also request a <br />commercial estimator to bill the region right of <br />way office for the cost to prepare the estimate. <br />The estimates developed for a Self-Move Based <br />on Estimates must be approved tiy a region <br />senior agent or the Region Supervisor prior to <br />development of an agreed upon moving <br />amount. The agreed upon moving amount shall <br />not exceed the Move Cost Finding or be greater <br />than the tower of two commeroial estimates. <br />The agent is to see that the move is sufficiently <br />monitored to assure the inventory the estimates <br />are based upon is actually moved to the location <br />specified. If the inventory has changed <br />significantly by moving time, the agerrt must <br />obtain new estimates. <br />Claims for payment under this method are to be <br />submitted on Form 734-3922.
