July 24, 1995
Memo To: Downtown Transit Center Advisory Committee
From: Technical Task Force/Sta~
Subject: Identification and narrowing of sites
The Technical Task Force met on July 14 and 20 to review all sites which were mentioned at the
Downtown Transit Center Advisory Committee's first meeting of July 10. Several other sites were
added by the task force to those identified by the committee, bringing the total that were subjected to
task force review to 15 sites.
Throughout our discussions we were considering the potential of sites to accommodate 20 to 24 buses
at one time, off-street, requiring an area of at least one-half block
Following two meetings of site review and comparison using a full set of evaluation criteria, the task
force has identified four sites that seem to have the most potential for further, more detailed analysis
and consideration.
Greyhound Block -- located within the area defined by Church St., Center St., Cottage St., and Marion
St.
Movieland Btock -- located in the northern portion of the block defined by High St., Marion St.,
Church St., and Union St.
Senator Block -- located within the area defined by High St., Court St., Church St., and Chemeketa
St.
Washington Mutual Block -- located within the area defined by Church St., Chemeketa St., Cottage
St., and Center St.
(Note: the Marion Parkade site -- the north half of the ground floor, on Union St.-- is under review
to determine if it is large enough to serve as a transit center, and what special engineering might be
required to make use of this location. Depending on the results, this site may be included with the four
above for further review.)
The following sites, from the group of 15 which were generated, have been detern~ined to have less
potential as transit center sites, and are recommended by the Technical Task Force for elimination from
further consideratioa Each site was discussed at length by the task force. The key reason(s) for the
recommendations are noted.
High Street (in-street on High between Court St. and State St.)
- This site would require closing High St. and rerouting downtown traffic on other arterials. The
City of Sa1em does not feel that this is feasible. Marion County also indicated opposition to
this alternative.
