SAMTD Board of Directors <br />December 18, 1997 <br />Page 2 <br />Transit Section to implement their `Transit in Transition" strategy to temporarily <br />distribute Special Transportation Discretionary Grant revenues to these <br />programs until new transit operations plans are completed. This would have <br />the effect of replacing the lost Section 5311 funds with discretionary STF <br />revenues. <br />6. ORS 391.810 requires that all revenues generated through the Special <br />Transportation Fund be distributed by governing bodies. Salem Area Mass <br />Transit District is the designated governing body for Marion and Polk counties. <br />7. The Special Transportation Fund Advisory Committee, at their November 21, <br />1997 meeting reviewed the proposed funding plan, and unanimously <br />recommended that the District's Board amend Exhibit C of the existing STF <br />Agreement STF-102-21, by eliminating $41,350 from the Section 5311 revenue <br />line item and moving it to the Special Transportation Discretionary line item. <br />Recommendation <br />Staff recommends that the Board authorize the General Manager to amend STF <br />Agreement STF-102-21 revenue line items to replace $41,350 in Section 5311 <br />funds with a like amount of STG Discretionary funds, and execute an <br />Intergovemmental Agreement between the Salem Area Mass Transit District and <br />Oregon Department of Transportation. <br />Transit in Transition Board Memo.doc <br />134 <br />
