ANDERS - CKOFF, GENERAL MANAGER <br />SUBJECT: ODOT REINVESTMENT STRATEGY OF 5311 FUNDS <br />Issue <br />Shall the Board authorize the Generai Manager to execute an Intergovemmental <br />Agreement with the Oregon Department of Transportation (ODOT), Public Transit <br />Section (PTS) #o distribute Special Transportation Discretionary Grant revenues to <br />the Oregon Housing and Associated Services (OHAS), and amend the Special <br />Transportation Fund Agreement STF-102-21 (Rural) between the District and <br />OHAS to reflect the State and Federal funding changes. <br />Background <br />In November the Oregon Transportation Commission authorized the Public Transit <br />Section (PTS) of ODOT to initiate a program that changes how Small City and <br />Rural Assistance Program (Section 5311) revenues are distributed to transit <br />programs throughout Oregon. This action has effected the Section 5311 funds <br />received by Marion County and passed through to OHAS. <br />Facts and Findinqs <br />1. Last April OHAS submitted a$187,431 proposal to provide public <br />transportation services to senior and disabled residents living within the rural <br />areas of Marion County. <br />2. Last May, the Special Transportation Fund Advisory Committee recommended <br />and the SAMTD Board authorized, $94,324 of Special Transportation Fund <br />Formula revenues be allocated to fund about'/Z of the proposed OHAS Marion <br />County Rural Area Scope of Work. <br />3. The original OHAS proposal indicates that another $41,350 in Section 5311 <br />revenues would fund about 1/4 of the Marion County Rural Area proposal. <br />4. Upon State review of the 1997-98 Marion County Section 5311 Application, <br />the service provided under a subcontract with OHAS is not eligible to receive <br />those revenues. To be eligible, the OHAS program must demonstrate that it <br />provides public transportation services to the general public, in addition to <br />serving senior and disabled residents. <br />5. To provide the means to cantinue providing operating assistance to these <br />transit programs, the Oregon Transportation Commission authorized the Public <br />133 <br />
