4/19/99 Update: An evaluation should be made as to whether motion detectors should be <br />installed in "sensitive" areas and if so, which azeas would be considered "sensitive". The <br />current plan is to install buzzers which would alert other staff to a problem. The decision <br />not to have alarms ring directly to the police or sheriff s department should be <br />considered. <br />Card access doors: Several departments expressed concerns that secondary doors off <br />the corridors were not secure and could permit unauthorized public access. All doors off <br />the public corridors to department offices will be fitted with locks. Additional doors ofF <br />the east-west corridors will be fitted with card access locks. For code reasons, a locking <br />cazd access door cannot be included adjacent to the main floor lobbies at the entrance to <br />the east-west corridors. Facilities Management will be identifying the doors subject to <br />locks and card access. <br />4/19/99 Update: Facilities Management has completed a plan which identifies which <br />types of locks to be installed on each door. Employee entrances will be accessed by key <br />cards. <br />Glass security walls: A policy decision has been made not to enclose reception areas <br />with glass security walls. Reception azeas will be designed with barriers, half walls and <br />security doors that restrict public access to office azeas. <br />4/19/99 U~date: A policy decision needs to be made with regard to whether any <br />reception stations should be enclosed with glass security walls or other additional <br />reinforcement. Also, should the main floor reception station be staffed with "security <br />personnel" versus a receptionist. <br />Security policy review: Many of the security issues will need to be readdressed after <br />occupancy. It is recommended that a security committee be established representing all <br />building tenants. The committee will evaluate operational and security issues. <br />4/19/99 Update: A policy decision needs to be made with regard to whether a standing <br />building security committee should meet during building construction. Also, a decision <br />should be made as to whether a standing building security should continue to meet once <br />the building is complete to address issues as they arise. In both cases, members of the <br />committee need to be identified and the charge to the committee(s) clearly stated. <br />Security consultant: It has been recommended that the county hire a security consultant <br />to help design and implement a security plan for Courthouse Square. The project <br />development team does not support the hiring of a consultant at this time. One of the <br />reasons for this decision is lack of funding. If a consultant is hired in the future, a source <br />of funding will need to be identified outside the project budget. It is also recommended <br />that countywide security issues be identified rather than focusing on one building. <br />4/ ,~ddgt~: A policy decision needs to be made with regazd to whether the County <br />should contract for the services of a building security expert. A building security expert <br />could review the security plan and advise on technical issues of implementation. No <br />funds have been budgeted for this. <br />
