r-
~
LJ
Security & Safety Report
Courthouse Square
November 27, 1998
Background: In September of 1998, a security workgroup submitted a report containing
questions about security issues for Courthouse Square. The questions were review by staff and
also discussed with members of the project development team. In some cases, policy issues were
discussed directly with the Board representative. This report is intended to be a living document
and will constantly be reviewed and updated in order to address facility and employee security
issues. Listed below, are the responses and recommendations to the report submitted by the
security workgroup.
. Parking Level: Will the parking garage be open to the public during business hours?
a. No public parking will be allowed, however the security gates will be open during
business hours. An electronic arm will be used to keep unauthorized vehicles from
entering during business hours. Vehicles will be able to exit at all hours without
security cards. There are no plans for alarms except for fire alarms.
b. The underground lot will not be patrolled or have security cameras. There is an
enclosed security lobby at the elevator with a card access system. Bicycle lockers
are also planned for the parking garage. (Note: the transit district is reconsidering
the option of placing a security camera near the ramp entrance to monitor
• unauthorized pedestrian traffic)
c. Exit alarms and pedestrian warning lights and mirrors are being evaluated from a
safety standpoint. No final decision has been made.
d. Concrete bumper blocks are not being considered unless a special need is identified
on a case by case basis.
e. A parking management plan is needed for parking structure. The plan cannot be
completed until the developer of north pad development site is determined.
Current proposals indicate that private (non-county) tenants will also share access
to the parking structure.
Ground floor/lobby: Are there plans for a lobby security station? No, however
the county has designed the lobby and modified adjacent access points to equip the area
with a security station in the future if necessary. The county is also considering an
ID-photo card system for all county employees in all county buildings.
Lighting systems: Lighting systems and shadows are being reviewed to reduce blind or
under lighted areas. Motion sensors will not be used extensively, but we will review
selected areas which may benefit from these sensors for security reasons.
Ventilation systems: Special ventilation systems are planned for the parking structure and
.
