All forms necessary to a public works project are printed in their entirety a~d provided in the back of this booklet. <br />The instruction sheet WH-38A, is provided to assist contractors in completing the Payroll/Certified Statement. <br />The 1995 Legislature made substantial changes to Oregon's prevailing wage rate law. The changes affect most <br />public agencies which award contracts for public works projects and the contractors working on those projects. A <br />synopsis of these changes is given below. <br />" The threshold for PWR projects is increased from 510, 000 to 525,000. <br />• Contractors receiving public works contracts must pay a fee equal to one-tenth of one percent of <br />the total contract price of the project. <br />" All contracts and contract specifications must contain a provision stating that the fee shall be paid <br />to the Bureau. <br />" Contractors are no longer required to send copies of the certified payroll statements to the Bureau. <br />" Public contracting agencies may not divide projects to avoid compliance with the PWR law. <br />" Civil penalties of up to S5,000 may now be assessed for any violation of the PWR law or the <br />administrative rules. <br />FOR MORE INFORMATION CONCERNING THESE CHANGES, CALL THE PREVAILING WAGE RATE <br />COORDINATOR AT (503) 731-4074, EXT. 250. <br />WE HAVE ATTEMPTED TO MAKE ALL RATE CHANGES NOTICEABLE BY <br />PRINTING THEM IN BOLD TYPE. <br />JANUARY 1, 1997 PA(iE 6 <br />
