C. Couuty stays on the Senator Block site to develop its County Service Center and
Transit i•elocates to anothei• site?
1. Marion County would have to refund Salem Area TransiYs
property acquisition.
2. Marion Counry and Safem Area Transit must pay off all
outstanding contracts for demolition, abatement, relocation,
contamination mitigation, architecture & engineering, project
management, legal, and financial and environmental consultants.
Transit would not qualify for federal grant participation in these
payments and, therefore, would have to pay its share of these
costs from the DistricYs general fund. Because Transit would no
longer own a portion of the land, the costs related to demolition
and abatement would no longer be shared by Transit.
3. County would need to retain architectural consultant and begin
design of County facilities.
4. County and Transit would lose cost-sharing potential which
would have been inherent in the joint Courthouse Squaze
development.
5. County would need to negotiate with others regarding whether or
not undeiground parking option should be considered prior to
building of couuty building.
6. Transit would need to identify and acquire an off-sU~eet site for
the downtown transit center and pay for demolition, abatement,
relocation, architecture & engineering, project management,
legal, and environmental consultants. TransiYs portion would be
eligible for federal grant financing, however the District will
have lost $2,569,146 million in the land acquisition grant, lottery
funds, and um~ecoverable costs Transit paid on Courthouse
Square.
