13. Transit stays ou Senator Block site to develop downtown transit center and <br />County moves its County Service Center to another location? <br />Transit would need to negotiate with County to convert 42% <br />undivided interest in Senator Block to specific ownership and <br />obtain additional property from County, if necessaiy. <br />2. Marion County and Salem Area Transit must pay off all <br />outstanding contracts for demolition, abatement, relocation, <br />contamination mitigation, architecture & engineering, project <br />management, legal, and financial and environmental cousultants. <br />Because the County would not be issuing revenue bonds its <br />poition of these expenses would have to be paid frotn the <br />County's general fund. Some of Transit's portion may be <br />eligible for federal grant financing. <br />3. Tiansit would need to retain and fund an architectural consultant <br />and begin design of transit facilities to fit transit owned property ~ <br />footprint. <br />4. County would need to move County agencies out of the <br />Courthouse to accommodate tlie State Circuit Courts for Maxion <br />Counry, and provide permanent facilities for departments <br />temporarily housed in the Best building on Lancaster Blvd. <br />5. County and Transit would lose cost-sharing potential which <br />would have been inherent in the joint Courthouse Square <br />development. <br />6. Transit would need to negotiate with others regarding whether oi• <br />not underground parking option should be considered prior to <br />building of t~ansit facilities and whether or not partnering in the <br />design and use of the site would be necessary to reduce <br />inefficiencies in land use. <br />7. County inay choose to retain its portion of the Senator Block for <br />future use or may sell it at current reduced market value. <br />8. Marion County would have to repav the internal loan from the <br />
