1993 County receives master facility plan prepazed by W.E.Group of Portland OR. <br />One of the options considered is the construction of a 105,000 gsf office building <br />on Senator Block at a cost of $22,000.000 <br />In May 1993, the City of Salem notifies the Transit District that it must vacate the <br />Cherriot Station on High St. within two years. <br />1994 The Ticor Building was acquired and converted to office space for the <br />Community Development Dept. <br />1995 The Chevron site was purchased by the county. Ownership of the block is <br />increased to 85%. <br />In April, a special citizen's steering committee recommends the county explore <br />the feasibility of purchasing the Equitabie Building. Tbe cost of purchase and <br />remodeling was estimated at $10-12 million. A preliminary study raised concems <br />about seismic and ADA upgrades and lack of parking. <br />1995 The Transit District appoints a comprehensive citizen committee to review all of <br />the past studies to see if the Senator block remains the best site for a transit <br />center, or if another site in Downtown has become preferable. From a starting <br />point of 14 sites, four aze identified for further review. The committee selects <br />three fmal sites. A technical subcommittee reviews the three sites and identifies <br />the Senator block as the best site for the transit center. <br />Nov. 1995 The Transit Boazd identifies the Senator block as its preferred site, and presents <br />Courthouse Squaze concept to city and county officials. County Commissioners <br />ask Randy Curtis to explore feasibility of the project as a joint partnership. <br />7an 1996 County and transit staff agree to issue joint request for proposal (RFP) seeking a <br />development team for the project. Senator Hatf"ield agrees to sponsor a bill to <br />provide an additional $3.7 million in funding for the project. <br />Feb. 1996 The RFP is issued. The owners are seeking a 3`~ party developer to provide <br />' fmancing, design and construction services.
