- A CHRONOLOGY OF COURTHOUSE SQUARE <br />AND RELATED SENATOR BLOCK ISSUES <br />(prepared for the Courthouse Squaze "Oversight Committee" December 16, 1997) <br />1974 Marion County acquires ownership of the Senator Hotel Building. This purchase <br />gives the county ownership of approx. 40 % of the block. This purchase creates <br />the opportunity for the county to eventually redevelop the block for a public <br />service building. <br />1977 A City staff review of the Downtown area results in the Senator block being <br />identified as the best location for an offstreet transit center. <br />1978 The Senator block is identified as the "Proposed Transit Center" on the City's <br />Community Development Department Comprehensive Plan map of Downtown <br />Salem <br />1981 The City commissions a multi-disciplinary consultant study by a team to select a <br />downtown-azea location for a transit center. Beginning with around 40 sites, the <br />consultant team identifies two sites - tlie Washington Mutual site, and the north <br />( ~, portion of the Senator block, site "B-5," as the preferred alternatives. The study is <br />`~--- overseen by the Downtown Development Boazd. <br />The Downtown Development Boud, and possibly the Salem City Council <br />(records aze presently being checked), adopts tlie "B-5" site as the prefened site <br />for the downtown transit center. <br />1983 The City and the District mutually construct the Cheniot Station, located in High <br />Street between Court and State, as an "interim transit center." The faciliry is <br />intended to serve 5 to 8 years, until a permanent offstreet location is found and <br />constructed. <br />1985 The Transit District commissions a multi-disciplinary consultaut study to analyze <br />the feasibility of a joint development by the County, the District, and a private <br />partner. Served by a broad-based advisory committee representing all downtown <br />' interests, the consultant team concludes that a development including a transit <br />
