The
exception criteria of Goal 2 and OAR 660-04-020 and 660-
04-022 must be satisfied.

An exception is a comprehensive plan provision, including
an amendment to an acknowledged comprehensive plan, that
applies to specific property and does not establish a
general planning or zoning policy. Before an exception can
be allowed in this case, it must be determined that there
are reasons consistent with OAR 660-04-022 to use resource
land for uses not allowed under Goal 3; findings must be
made under OAR 660-04-020 that:

(a)

Reasons justify why the state policy embodied in the
applicable goals should not apply;

(b) Areas that do not require a new exception cannot
reasonably accommodate the use;

(c)

The long-term environmental, economic, social and
energy consequences resulting from the use at the
proposed site with measures designed to reduce adverse
impacts are not significantly more adverse than would
typically result from the same proposal being located
in areas requiring a goal exception other than the
proposed site; and

(d)

The proposed uses are compatible with other adjacent
uses or will be so rendered through measures designed
to reduce adverse impacts.

Applicants submit that the policies contained in Goal 3 -
that resource land such as the subject property should be
preserved and maintained for farm use - should not apply
because of the need for additional recreational vehicle
spaces to accommodate tourists and travelers in the
willamette Valley and the need to locate the additional
spaces on property adjacent to the existing park so as to
use its facilities.

These reasons do not satisfy OAR 660-04-022(1). The
periodic demand for more recreational vehicle spaces than
are available on applicants' park does not by itself
demonstrate a need for the proposed expansion based on the
requirements of Goals 3 to 19.
