The <br />exception criteria of Goal 2 and OAR 660-04-020 and 660- <br />04-022 must be satisfied. <br /> <br />An exception is a comprehensive plan provision, including <br />an amendment to an acknowledged comprehensive plan, that <br />applies to specific property and does not establish a <br />general planning or zoning policy. Before an exception can <br />be allowed in this case, it must be determined that there <br />are reasons consistent with OAR 660-04-022 to use resource <br />land for uses not allowed under Goal 3; findings must be <br />made under OAR 660-04-020 that: <br /> <br />(a) <br /> <br />Reasons justify why the state policy embodied in the <br />applicable goals should not apply; <br /> <br />(b) Areas that do not require a new exception cannot <br /> reasonably accommodate the use; <br /> <br />(c) <br /> <br />The long-term environmental, economic, social and <br />energy consequences resulting from the use at the <br />proposed site with measures designed to reduce adverse <br />impacts are not significantly more adverse than would <br />typically result from the same proposal being located <br />in areas requiring a goal exception other than the <br />proposed site; and <br /> <br />(d) <br /> <br />The proposed uses are compatible with other adjacent <br />uses or will be so rendered through measures designed <br />to reduce adverse impacts. <br /> <br />Applicants submit that the policies contained in Goal 3 - <br />that resource land such as the subject property should be <br />preserved and maintained for farm use - should not apply <br />because of the need for additional recreational vehicle <br />spaces to accommodate tourists and travelers in the <br />willamette Valley and the need to locate the additional <br />spaces on property adjacent to the existing park so as to <br />use its facilities. <br /> <br />These reasons do not satisfy OAR 660-04-022(1). The <br />periodic demand for more recreational vehicle spaces than <br />are available on applicants' park does not by itself <br />demonstrate a need for the proposed expansion based on the <br />requirements of Goals 3 to 19. Furthermore, the already <br />approved development of a large recreational vehicle park <br />adjacent to the I-5 freeway within the city of Woodburn <br /> <br />ZC/CP/CU 89-4/RECOMMENDATION - 3 <br />(ISBERG) <br /> <br /> <br />
