Findings of Fact <br /> <br /> The Hearings officer, <br />testimony and evidence in <br />findings of fact: <br /> <br />after careful consideration of the <br />the record, issues the following <br /> <br />The subject property is an 11+ acre tax lot designated <br />Primary Agriculture in the Marion County Comprehensive Plan <br />and zoned EFU. The purpose of the Plan and zone designa- <br />tion is to promote commercial agricultural activity. To <br />the north of this property is a recreational vehicle (RV) <br />park located in the ID zone. The current application is <br />to expand the RV park onto the northern' five acres of the <br />subject property and add 77 additional RV spaces, restrooms <br />and a picnic area. The 11+ acre subject property is <br />currently used to grow christmas trees and the southern <br />portion of the property immediately south of the proposed <br />RV park expansion area contains the existing and proposed <br />sewage treatment facilities for the development. This type <br />of a request requires a plan amendment to Interchange <br />Development, a zone change to ID and a conditional use for <br />an RV park in an ID zone. <br /> <br />The existing RV park in the ID zone was approved in 1982 <br />(Conditional Use 82-10). The permit authorized 87 spaces. <br />A subsequent modification (V/CU 86-14) allowed a mobile <br />home for an assistant manager, with the requirement that <br />the RV park contain no more than 86 RV spaces and two <br />mobile homes. Additional conditions of approval for V/CU <br />86-14 were that no additional mobile homes be located on <br />the property without prior approval from the County, and <br />ithat at least one occupant in each of the two mobile homes <br />'be officially employed as management for the park. <br /> <br />To the north of the subject property is the existing RV <br />park, a gas station, a convenience grocery store, and a <br />trucking company service terminal, all on land zoned ID. <br />To the west of the subject property is the Interstate-5 <br />freeway, and to the south and east is a christmas tree <br />farm, all on land zoned EFU. <br /> <br />V. Additional Findings of Fact and Conclusions of Law <br /> <br />COMPREHENSIVE PLAN AMENDMENT <br /> <br />(a) Oreoq~ Administrative Rules <br /> <br />Comprehensive plan amendments must be reviewed under the <br />Zone Change procedure contained in MCZO Chapter 123. <br />Because the Marion County Comprehensive Plan has been <br /> <br />ZC/CP/CU 89-4/RECOM/~ENDATION - 2 <br />(ISBERG) <br /> <br /> <br />
