Findings of Fact

The Hearings officer,
testimony and evidence in
findings of fact:

after careful consideration of the
the record, issues the following

The subject property is an 11+ acre tax lot designated
Primary Agriculture in the Marion County Comprehensive Plan
and zoned EFU. The purpose of the Plan and zone designa-
tion is to promote commercial agricultural activity. To
the north of this property is a recreational vehicle (RV)
park located in the ID zone. The current application is
to expand the RV park onto the northern' five acres of the
subject property and add 77 additional RV spaces, restrooms
and a picnic area. The 11+ acre subject property is
currently used to grow christmas trees and the southern
portion of the property immediately south of the proposed
RV park expansion area contains the existing and proposed
sewage treatment facilities for the development. This type
of a request requires a plan amendment to Interchange
Development, a zone change to ID and a conditional use for
an RV park in an ID zone.

The existing RV park in the ID zone was approved in 1982
(Conditional Use 82-10). The permit authorized 87 spaces.
A subsequent modification (V/CU 86-14) allowed a mobile
home for an assistant manager, with the requirement that
the RV park contain no more than 86 RV spaces and two
mobile homes. Additional conditions of approval for V/CU
86-14 were that no additional mobile homes be located on
the property without prior approval from the County, and
ithat at least one occupant in each of the two mobile homes
'be officially employed as management for the park.

To the north of the subject property is the existing RV
park, a gas station, a convenience grocery store, and a
trucking company service terminal, all on land zoned ID.
To the west of the subject property is the Interstate-5
freeway, and to the south and east is a christmas tree
farm, all on land zoned EFU.

V. Additional Findings of Fact and Conclusions of Law

COMPREHENSIVE PLAN AMENDMENT

(a) Oreoq~ Administrative Rules

Comprehensive plan amendments must be reviewed under the
Zone Change procedure contained in MCZO Chapter 123.
Because the Marion County Comprehensive Plan has been

ZC/CP/CU 89-4/RECOM/~ENDATION - 2
(ISBERG)
