101 <br /> <br />suffered by the existing resident or a relative as <br />defined in ORS 215.283. In other zones one of the <br />residences shall be removed or converted to a non- <br />residential use within 60 days of the date the person(s) <br />with the hardship or the care provider no longer reside <br />on the property. An agreement to comply with this <br />requirement shall be signed by the property owner and the <br />care providers. Oregon Department of Environmental <br />Quality removal requirements also apply. <br /> <br />(f) The mobile home shall to the extent permitted by the <br /> nature of the property and existing development: <br /> <br />(1) Be located as near as possible to other residences <br /> on the property; <br />(2) Not require new driveway access to the street; <br />(3) Be connected to the existing wastewater disposal <br /> system if feasible. The disposal system shall be <br /> approved by the County Sanitarian. <br /> <br />(g) <br /> <br />The use is intended to be temporary, shall be subject to <br />review every year, and shall meet the above criteria in <br />order to qualify for renewal. <br /> <br />The Physician's Certificate submitted with the application <br />materials establishes that Patricia Hannum's physical circum- <br />stances constitute a hardship condition. The proposal meets <br />criteria in 6(a) and 6(b). <br /> <br />Mr. and Mrs. Sanders currently reside on the property. They <br />will be providing medical care for their mother, Patricia <br />Hannum. Criterion in 6(c) is satisfied. <br /> <br />Patricia Hannum needs assistance with her daily living and <br />also has limited mobility. Mrs Hannum has severe diabetic and <br />medical conditions which warrant medical care from her <br />daughter and son-in-law who are both available and willing to <br />provide the necessary assistance. Lisa Sanders has medical <br />training and experience and is qualified to provide special- <br />ized care for her mother. The proposal meets criterion set <br />forth in 6(d). <br /> <br />The requirement that a Mobile Home Removal Agreement be filed <br />by the applicants ensures that the hardship dwelling will be <br />removed from the property when the need for a medical hardship <br /> <br /> <br />
