ENGINEERING CONDITIONS <br />Condition A: On the partition plat, dedicate a 25-foot right-of-way (R/W) half-width along Midway <br />Avenue to the public for roadway purposes. <br /> <br />Nexus for the above Condition is in general accordance with Marion County Code (MCC) 16.33.260 in <br />order to provide sufficient R/W width to construct a minimum level of urban roadway improvement. It is <br />noted that Midway Avenue is predominantly a total 30-foot wide public right-of-way connecting Morgan <br />Avenue to 36th Avenue. This Condition is in keeping with the R/W dedication requirements associated <br />with Lot Line Adjustment/Partitioning Case #95-018 and Partitioning Case #18-031 establishing <br />precedence. It is noted that westbound traffic on Midway is restricted by an agency -placed barricade as <br />mitigation for nearby Target shopping center documented cut-thru traffic. <br />Condition B: Prior to plat approval, acquire an Access Permit, and under the Permit, construct a paved <br />approach centered on the shared access easement. <br />Condition C: Prior to plat approval acquire a permit from MCPW Engineering, and under the permit, pave <br />Midway Avenue with Hot-Mix Asphalt along the property frontage at 20 feet width x 3 inches thickness, <br />including base rock leveling course as determined by the County Inspector. The paving is intended to <br />match-in with similar paving done as required for partitioning at adjacent Endway Place. <br /> <br />Condition D: Prior to plat approval, acquire necessary third-party utility permits, and under a permit from <br />MCPW Engineering, make necessary service lateral extensions to serve the rear parcel. Note that once <br />required road paving has been completed, cutting the newly placed pavement for non-emergency utility <br />work will not be authorized for a period of at least 3 years. <br /> <br />Condition E: Prior to plat approval, Applicant shall design a drainage conveyance system to serve the rear <br />parcel. The system may be constructed concurrently with dwelling construction. There may be an option <br />to connect directly into the East Salem Service District concrete pipe main situated within a public drainage <br />easement over the rear parcel on Endway Place. In addition to a PW Engineering permit for such a <br />connection, a Building Rain Drain Plumbing Permit may also be required. <br />Condition F: Prior to plat approval, record a Road Maintenance Agreement for maintenance of the new <br />shared private lane. <br /> ENGINEERING REQUIREMENTS <br />G. Depict necessary access and utility easements on the partition plat. <br /> <br />H. Transportation System Development Charges (SDCs) & Parks fee will be assessed upon application <br />for building permits for a new dwelling. <br /> <br />I. MCPW Engineering has jurisdiction over erosion control within the County’s Stormwater <br />Management Area for a cumulative development area ranging from 0.25-acres to just under 5 acres. <br />A county erosion permit(s) component may be required. <br />Marion County Building Department commented: <br />Permit(s) are required to be obtained prior to the conversion of an existing shop/garage into a single family <br />dwelling. Depending on the methods of construction for the existing shop/garage, an engineered analysis for the <br />structural components may be required to determine if the existing building meets a Risk Category II building. If <br />it does not meet this, then this analysis is to describe the construction necessary to achieve a Risk Category II <br />structure. Discussion with a building plans examiner is recommended prior to obtaining this engineered analysis. <br /> <br />
