(d) The proposed use, as conditioned, will not have a significant adverse effect on air or water quality. <br /> <br />The proposed barber business will be conditioned to operate entirely within the dwelling on the subject property. <br />Barber operations are relatively low impact when it comes to impacts of air quality, and it is reasonable to assume <br />that this proposal will not adversely impact air quality in the local area. The detergents and cleaners used by <br />barber operations can have impacts on water quality when a property is on a septic system, but the subject <br />property is served by city water and sewer and is unlikely to adversely impact water quality. Therefore, the <br />criterion is met. <br /> <br />(e) Adequate public and utility facilities and services to serve the use are available or will be made available <br />prior to establishment of the use. <br /> <br />As previously mentioned, the subject property has access to sewer, water, and electrical services. It also has direct <br />access to a public road system. Any other necessary services can be made available when required. The criterion <br />is met. <br /> <br />8.
