The site has no known wetlands, streams, or FEMA acknowledged floodplains, nor are there any known
geohazard zones, and is outside the Sensitive Groundwater Overlay (SGO) area. The proposed use should not
impact air quality in the vicinity. Additional dust is not anticipated nor is the use expected to produce any more
dust than normal farm operations. There is no indication that the use will impact fish or wildlife habitat. The
criterion is met.

5. Any noise associated with the use will not have a significant adverse impact on nearby land uses.

The proposed expansion to existing Equine Assisted Services will not significantly increase noise generation on
the subject parcel. No aspect of the program will create noise that could result in significant adverse impacts on
nearby land uses.

6. The use will not have a significant adverse impact on potential water impoundments identified in the
Comprehensive Plan, and not create significant conflicts with operations included in the Comprehensive Plan
inventory of significant mineral and aggregate sites.

The nearest aggregate site is approximately 1.5 miles southwest. The slight increase in traffic resulting from
approval of this application will not interfere with the operations occurring at that aggregate site. There are no
water impoundments identified in the Comprehensive Plan near the subject parcel. The criterion is met.

9. Based on the above findings, staff finds the criteria met and recommends APPROVAL of the proposed
Conditional Use permit for a Commercial Operation in Conjunction with Agriculture.

Brandon Reich Date: September 18th, 2025
Planning Director/Zoning Administrator

If you have any questions regarding this decision contact John Speckman at (503) 588-5038

Notice to Mortgagee, Lienholder, Vendor or Seller: ORS Chapter 215 requires that if you receive this Notice, it must
promptly be forwarded to the purchaser.
