Public Restroom Facilities At Antique Powerland <br /> Antique Powerland is a campus of independent heritage power museums. It is <br /> situated on 62 acres of P(public)zone land in Brooks, Oregon. It was established in 1970 <br /> as a site for storing,operating and demonstrating historic gas engines,antique tractors <br /> and steam traction engines. It began hosting the Great Oregon Steam-Up where the public <br /> could observe these early day machines operating as when manufactured and used. After <br /> 40 years this event is still going strong with over 22,000 participants over 2 weekends. <br /> Antique Powerland began to significantly change in around 1990 when the <br /> landowner(Western Antique Power, Inc. or WAPI)began letting 99 year leases to <br /> heritage power organizations such as the Northwest Truck Museum. This set the stage for <br /> Powerland to have two primary and interrelated activities. One is heritage power events <br /> or the fairgrounds venue. The other is a campus of heritage power museums owned by <br /> individual non-profit corporations. This duality is clearly identified and supported by <br /> Powerland planning documents and Conditional use Permit 09-16. <br /> Antique Powerland is located in the P zone(public zone)under Marion County <br /> land use and classification ordinances. Powerland as a fairgrounds and now as a museum <br /> is a conditional use under the P designation. The most recent Conditional Use Permit and <br /> accompanying Conditional Use Site Plan defines allowed uses and pre approves future <br /> building locations,use and size. Public service buildings such as restrooms, concession <br /> stands, etc. are identified. The permit also describes any improvements required to meet <br /> the zone defined conditions. <br /> Public restrooms at Powerland have been developed to meet the needs generated <br /> by both activities. Up to now this has meant construction of stand alone public restrooms <br /> w' distributed over the site. These permanent restrooms are supplemented with up to 40 <br /> portable toilets for large events. Public restrooms have not been included in museum <br /> buildings. Up through 2000 this was primarily due to lack of sewer service and a ban on <br /> new septic leach fields. Powerland joined the Brooks sewer District in 2000 when the <br /> third public restroom building was completed. The second reason is that the majority of <br /> building permits and approved plans for museum buildings(A-3 occupancy)through <br /> 2011 did not require public restrooms. There are two possible cases(see following <br /> analysis)where they were specified but for some reason were not included in the building <br /> but passed final inspection. In any case Powerland and its Partner Museums have <br /> therefore continued with the strategy of building museums without public restrooms and <br /> instead built stand alone restrooms. However, future plans for Phase II Auto Museum, <br /> Truck"administration building", fire apparatus museum and new entrance building <br /> (Gateway)will all include public restrooms. One reason for this is that these buildings are <br /> ail high use, including libraries,orientation rooms, classrooms etc. They are much more <br /> comprehensive compared to past museum buildings displaying artifacts. <br /> I.
