As stated in <br />Finging 6, substantial populations use the campgrounds <br />and recreational facilities in this area [Exhibit 62, <br />pp. 44,45]. It must be anticipated that in addition to <br />overnight campers (estimated at 146 two persons <br /> per tent and RV site), campers and lodge residents in <br /> the immediate area and campers in the Detroit area will <br /> make use of this proposed campground during the day. <br /> The proposal is more than a mere campground. It is a <br /> recreation facility with water slides, swimming pool, <br /> horseback riding, hiking trails, and winter sled runs. <br />It is designed to attract heavy day use. No estimate of <br />day use or vehicular traffic has been provided. However, <br />it must be assumed to be substantial. Noise, dust, and <br />'trespass are obvious concerns. The adjacent properties <br />must be buffered from large volumes of vehiclular traffic <br />and people. <br /> <br />It is appropriate to limit public access to the north <br />portion of the subject property by the USES paved road <br />north, and to restrict all vehicular parking to the <br />northern half of the subject property. This is particu- <br />larly so in light of the improvements that would be <br />necessary to the gravel USES road serving the southern <br />portion of the subject property. These conditions would <br />adequately buffer the adjacent properties and prevent <br />any significant adverse impact on nearby outdoor recrea- <br />tional uses. <br /> <br />VI. Order <br /> <br /> It is hereby found that the applicant has not met the burden <br />of proving the relevant criteria and standards as to the condi= <br />tional use for private power generation facilities pursuant to <br />MCZO 138.030(i), and therefore, it is hereby ordered that this <br />portion of the conditional use application is DENIED. <br /> <br /> It is hereby found that the applicant has met his burden of <br />proving the applicable criteria and standards for the conditional <br />uses for exploratory geothermal water well drilling and for a <br />private campground serving the general public pursuant to MCZO <br />138.030(e) and (1),.and therefore, it is hereby ordered that this <br />portion of the conditional use application is GRANTED, subject to <br />the following conditions: <br /> <br />A. General Conditions <br /> <br />1.
