The Marion County Building <br />Department has included documentation that the on-site <br />sewage disposal system that serves the Korner Post <br />Restaurant located at 100 Detroit Avenue in Detroit, <br />Oregon, has failed, as evidenced by septic tank effluent <br />ponding in a pit that is exposed to the ground surface. <br />This condition constitutes a public health hazard as <br />defined in Oregon Administrative Rules (OAR) Chapter 340, <br />Division 71-100(90), and violates the provisions of OAR <br />Chapter 340-71-130(3) which states: <br /> <br />"Discharge of Sewage Prohibited. Discharge of <br />untreated or partially treated sewage or septic tank <br />effluent directly or indirectly onto the ground <br />surface or into public waters constitutes a public <br />health hazard and is prohibited.'" <br /> <br />Marion County Building Department staff first became aware <br />of this violation on April 27, 1992. Staff from that <br />Department have contacted you several times in person and <br />by mail to attempt to resolve this problem. A visit by <br />Marion County staff to the site on December 11, 1992, <br />revealed the effluent (in an open pit) was still exposed <br />to the ground surface. A letter dated December 16, 1992, <br />was mailed to you by Marion County staff requesting <br />submission of plans for repair immediately.
