Environmental Protection Plan

The construction of the proposed
communication facility will be strictly
managed on site by SMR Network
personnel. All movement of soil; rock or
plants shall be performed b.y hand where
possible and shall comply with all U.S.D.A.
Forest Service guidelines. ~

Site,, Options

Our response to the~'~licitation' offers two
options for ;~ the ~:placement of" the
development 'on HaHs Ridge. The first
nvo yes ' construct,on of the
option '
improvements in close proximity and to the
east of the existing facilities. The advantage
of this option is there would not be any
,.;:'significant increaserS=in the total area
impacted by radio communication facilities.
The disadvantage of this option is that it the
guy wires of the. pr.0posed tower would cross
those of existing:, structures. This
configuration is represente~d by Drawing S1,
attached. ';

The second option involves construction of
the proposed improvements to the south of
the existing facilities, expanding the total
area effected by the communication
facilities to a greater extent than Option 1.
This configuration would allow construction
of the tower without overlapping the guy
radius of other facilities. This configuration is
represented .by Drawing $1 A. Either option
would be suitable to SMR Network.
