September 26,

MARION COUNTY
DEPT. OF ENVIRONMENTAL SERVICES

l)ieect,w

Risk Management 588. 5294

Senator Building · 220 High Street NE * Second Floor * Salem, Oregon 97301-3670
1986

TO;

FROM:

SUBJECT:

Commissioner Garry Kanz

Craig O. Luedeman, Director

Jay Erickson, EMCO Enterprises, Detroit, Oregon

BACKGROUND

Jay Erickson submitted plans to construct a pole building and he
had designed trusses himself without consulting an engineer.
Normally trusses should be engineered to guarantee the sructural
integrity of the building. Mr. Erickson didn't want to spend the
money because he said his design, was adequate and that if an
engineer designed it there would be overkill. He also thought it
was too expensive for such a minor structure.

DISCUSSION

Mr. Erickson originally submitted plans for 30' trusses and when
Jim Trussell denied them, shortened the trusses to 15'. This was
still inadequate without checking the calculations (see attached
memo from Jim Trussell) . Mr. Erickson said we were
uncooperative~ but the county cannot assume liablility for truss
design without checking calculations first. It is the
applicant's responsibility to submit calculations which we will
double-check. But we cannot calculate the figures ourselves.

When Jim and Mr. Erickson reached impasse, I intervened and told
Mr. Erickson that I would contact our Building Official to see if
something could be worked out (Don Woodley was on vacation).
That evening Jim Trussell came up with a solution to the problem,
called Don Woodley to get his approval and communicated it to Mr.
Erickson the next day. I then called Mr. Erickson to confirm
that this was a satisfactory solution and told him that he could
wait until Monday (when Don was scheduled to return from
vacation) if he had further concerns. He probably would do so,
although he thought Jim Trussell's solution would work. This
took place on Wednesday, September 17.

Apparently Mr. Erickson came to see you on Friday, September 19,
to complain about his case. At that point he had talked to Jim
Trussell on several different occasions at length, Don Woodley
once, and myself twice. There is nothing more to say or do until
