FINDINGS AND CONCLUSIONS: The findings and conclusions on which <br />the Director based his decision are noted below. <br /> <br />The subject properties are designated Primary Agriculture <br />in the Marion County Comprehensive Plan. The primary intent <br />of this designation is to promote the continuation of <br />commercial agriculture. <br /> <br />The properties are located on the north side of Donald Road <br />approximately 1,500 feet west of its intersection with Fry <br />Road. <br /> <br />Surrounding uses consist of commercial farm operations to <br />the north, west, and east on lands zoned EFU (EXCLUSIVE FARM <br />USE). To the south are several small farm and non-farm uses <br />on lands zoned EFU. <br /> <br />The Soil Conservation Service has identified predominantly <br />Class Ii and III soils on the subject properties. <br /> <br />All commenting agencies stated no objection to the proposal. <br /> <br />The applicants propose to adjust the lot lines on a 158.39 <br />acre parcel (Parcel 1) and a 28.72 acre parcel (Parcel 2) to <br />create a 126.91 acre parcel (Parcel 1), and a 80.20 acre <br />parcel (Parcel 2). <br /> <br />The 158.39 acre parcel contains a farm dwelling and several <br />farm accessory structures. The property is largely devoted <br />to row crops and seed crops. The 28.72 acre parcel contains <br />a dwelling and several accessory farm structures. The <br />property is a working dairy. This proposal will transfer <br />31.48 acres from Parcel 1 to Parcel 2 resulting in an <br />expansion of the dairy operation. The remaining 126.9! acre <br />Parcel ! will continue to constitute a commercial farm <br />operation. OSU Extension Service estimates indicates that a <br />row crop operation requires 100 acres to be a commercial <br />farm. The expanded 60.20 acre Parcel 2 will also constitute <br />a commercial farm operation. <br /> <br />No new building sites will be Created as a result of the lot <br />line adjustment. Each of the two parcels resulting from the <br />lot line adjustment will be a viable commercial farm <br />operation, based on the soil types and kind of crops/animals <br />raised. The net result of the lot line adjustment will be <br />consistent with the intent of the EFU zone and the County <br /> <br /> Comprehensive.. Plan... <br /> <br />Cra~ O.
