The property contains a <br />church, rectory and parking area. <br /> <br />Surrounding uses consist of acreage homesites and small <br />hobby farms to the east, west and south on lands zoned <br />AR-3,. To the north, small farm and acreage homesites <br />dominate on lands zoned EFU (Exclusive Farm Use). <br /> <br />Applicant is proposing to expand the office area of the <br />existing church by approximately 1,000 sq. ft. The <br />addition will be located on the west side of the <br />existing structure. The applicants state that the <br />expansion is necessary to provide adequate office space <br />for the pastor to. conduct his work. <br /> <br />Additional Findings of Fact and Conclusions of Law <br /> <br />The major purpose of the Rural Residential designation <br />and the corresponding AR-3. zone is to allow for the <br />creation of homesites at a density that maintains the <br />character and environmental quality of the County's <br />Rural Residential areas. Under MCZO 128.030(1), a <br />church is a Conditional Use in this zone. <br /> <br />The Hearing Officer has the power to grant the <br />Conditional Use under MCZO 128.030(1), provided the <br />preposed use is in harmony with the purpose and intent <br />of the zone. <br /> <br />According.-to the record, the proposed addition to the <br />church is compatible with and would not interfere with <br />adjacent small farm and Rural Residential uses. The <br />expansion of an existing church in an area dominated by <br />Rural Residential uses would not significantly alter the <br />character or environmental quality of the area. The <br />addition complies with all setback requirements, and <br />will not remove any existing parking spaces. Because no <br />expansion of the main auditorium is proposed, no <br />additional parking is required. <br /> <br />VI. Order <br /> <br /> It is hereby found that the applicant has met the burden of <br />proving 'the relevant standards and criteria, and therefore~ it is <br />ordered that the application for a Conditional Use is GRANTED <br />subject to the following conditions: <br /> <br />ORDER - 2 <br />CU 85-69 <br />St. Mary's <br /> <br /> <br />
