The applicant provide to place a mobile home (currently on <br />the property) to be occupied by farm help. The applicant is <br />proposing to develop up to 32 fish rearing ponds on that <br />portion of the property located within the floodplain. Aqua <br />culture is identified as a farm use which is a permitted use <br />in the EFU zone. <br /> <br />The Aumsvtlle Fire District stated that they ob3ected <br />because the units are set to close together and the mobile <br />home is old and unsafe compared to newer mobiles. The <br />Chairperson of the Area Advisory Oommittee stated that the <br />proposal is acceptable in this area. The Marion Oounty <br />Department of Public Works stated the following: <br /> <br />"The applicant is required to obtain and <br />comply with the terms of a Marion Oounty <br />Driveway Permit for the existing dirt road <br />serving the fish rearing ponds. This <br />driveway shall serve as the only access for <br />both the farm use (fish ponds} and the new <br />dwelling. <br /> <br />The PVC pipe serving as a culvert on the east <br />end of the farm access road must be removed <br />and replaced with concrete in conformance <br />with the driveway permit mentioned above." <br /> <br />In order to approve an additional farm related dwelling in <br />an EFU zone, it must be demonstrated that 1) the property <br />is in farm use and constitutes a commercial farm enterprise; <br />2) the farm operation requires that the occupants of the <br />proposed dwelling reside on the farm; and S) all dwellings <br />will be occupied by residents who will perform a significant <br />amount of farm work throughout the year. <br /> <br />The applicants current farm operation consists of the <br />rearing of exotic fish (Kol). The applicant states that his <br />current operation consists of 8 ponds and 4,000 fish. He is <br />currently constructing 4 more ponds and plans to eventually <br />have ~2 ponds with 500,000 fish. An agricultural operation <br />of the size proposed would make a significant input into the <br />marketing system for exotic fish and would constitute a <br />commercial farm enterprise. <br /> <br />The applicant currently operates a part time auto repair <br />business in the shop on the property. It is a legal non- <br />conforming use. The applicant states that the proposed fish <br />operation will require a significant amount of work from <br />himself throughout the year. The proposed mobile home will <br />be occupied by an employee who w~ll work full time in <br />developing and running the fish operation.
