(c) The STATE agrees that it will~ as and when COLUMBIA so requests, furnish ingress 4~d egress to its aforesaid property at a point on the East boundary thereof opposite the North end of the paved runway as it presently exists or as it may hereafter be extended for aircraft taxiing to and from COL~IA'S aforementioned property for a period contemporaneous with the use of COLIR~IA'S said property for aviation related purposes. COL~IA'S right of ingress and egress shall not be assignable without the prior written permission of the STATE, which permission shall not be unreasonably withheld. COLUI~IA does hereby agree to pay to the STATE, as full compensation for said permit as and when granted, the sum of 3¢ per gallon for all aviation fuel sold thereafter by COLUMBIA at the facilities to be constructed on its afore- mentioned land. In connection with ~he use of such right of ingress and egress, COLU.MBIA further agrees to abide by all rules and regulations of FAA as set out in any grant agreement be~-ween the STATE and FAA. (d) COLUMBIA further agrees to obtain and retain an aircraft fuel retailers license from the Department of Motor Vehicles and will submit to the STATE a copy of the license and all reports made to the Department of Motor Vehicles with r~gard to its Aurora operations. Payment of the fuel f!owage fees will be based upon these reports and will be paid on or before the 25th day of each month for such fuel sold or used during the preceding mon~h during the term of such right of ingress and egress.
