that it would be difficult to return the property to growing farm crops customarily <br /> produced in the area. <br /> The applicant addressed all of the required characteristics and factors. Once there <br /> are findings of fact regarding all of the applicable factors, an applicant must demonstrate <br /> that those "facts support the conclusion that uses allowed by the applicable goal are <br /> impracticable in the exception area." OAR 660-004-0028(4). An applicant need not <br /> demonstrate that every potential use permissible on EFU land is impracticable. OAR 660- <br /> 004-0028(3)provides in pertinent part: <br /> "It shall not be required that local governments demonstrate that every use allowed <br /> by the applicable goal is `impossible.' For exceptions to Goals 3 or 4, local <br /> governments are required to demonstrate that only the following uses or activities <br /> are impracticable: <br /> "(a) Farm use as defined in ORS 215.203; <br /> "(b) Propagation or harvesting of a forest product as specified in OAR <br /> 660-033-0120; and <br /> "(c) Forest operations or forest practices as specified in OAR 660-006- <br /> 0025(2)(a)." <br /> There are no forest lands or uses on or nearby the subject property, so only OAR <br /> 660-004-0028(3)(a) is applicable. Therefore, the applicant must demonstrate that farm <br /> use of the property is impracticable.2 As the applicant explains, the Land Use Element of <br /> the MCCP provides that in north and central Marion County the typical agricultural uses <br /> and crops are: "Hops, vegetables, tree fruits and nuts, berries, grass and legume seed, hay, <br /> grain, nursery stock, sugar beet seed, livestock and dairying."
