5. Prior to submitting the final partitioning plat, the applicant shall obtain an approved septic site <br />evaluation from the Marion County Building Inspection Division on all undeveloped parcels. The <br />applicant is strongly encouraged to contact the County Building Inspection Division, (503) 588- <br />5147, regarding septic sites before having the property surveyed. Septic site requirements could <br />affect the proposed property line or lot locations. <br />6. The Marion County Planning Division, in coordination with the 911 Emergency System will name the <br />proposed private access easement based on names submitted by the applicant. The name must be shown <br />on the final partitioning plat, and a work order for the street sign installation, with appropriate fee, must <br />be submitted to Marion County Department of Public Works prior to the plat being recorded. The <br />easement shall be a minimum of 20 feet for private access and utility. <br />7. Prior to submitting the final plat, the applicant shall address the Marion County Public Works <br />Development and Engineering Division provisions outlined in #7 in the Findings and Conclusions <br />section. The requirements shall be met to the Department's satisfaction. <br />8. Prior to issuance of building permits, the applicant shall sign and submit a Farm/Forest Declaratory <br />Statement to the Planning Division for the proposed parcels. The applicant shall record this statement <br />with the Marion County Clerk after it has been reviewed and signed by the Planning Director (Declarat- <br />ory Statement enclosed). <br />9. Prior to issuance of a building permit, the applicant shall provide evidence that the proposed parcels <br />have been disqualified from special assessment and any additional tax or penalty has been imposed. <br />10. The setbacks for the proposed dwelling are approved as follows: northern parcel, 200 feet from northern <br />property line and southern parcel, 200 feet from southern property line. Any accessory structures shall <br />maintain a 50 foot setback from those same lines. <br />11. Prior to filing the plat, the applicant shall provide evidence to the Planning Manager of meeting the "Fire <br />Apparatus Access Roadway Standards" as required by Silverton Fire District. <br />12. Prior to issuance of a building permit, the applicant shall provide evidence that the domestic water <br />supply is from a source authorized in accordance with the Water Resources Department's administrative <br />rules and not from a Class II stream as defined in the Forest Practices Rules (OAR Chapter 629). If the <br />proposed water supply is from a well and is exempt from permitting requirements under ORS 537.545, <br />the applicant shall submit the well constructor's report upon completion of the well. <br />13. Prior to issuance of a building permit for a dwelling, the applicant shall provide evidence that the <br />dwelling is being sited in accordance with the provision in "Recommended <br />Recommended Fire Siting Standards for <br />Dwellings and Structures and Fire Safety Design Standards Roads" dated March 1, 1991 and <br />published by the Oregon Department of Forestry. The dwelling shall have a fire retardant roof. The <br />dwelling shall not be sited on a slope of greater than 40 percent. If the dwelling has a chimney or <br />chimneys, each chimney shall have a spark arrester. <br />14. While minor alternations are allowed, neither property created by the partition shall be less than 1.5 <br />acres in size. <br />
