Comments on the subject application received from various governmental agencies are summarized <br />below. The full comments can be reviewed in the planning file. <br /> <br />8. Marion County Department of Public Works Land Development and Engineering reviewed the <br />proposal and provided the following comments. “Approval of the proposed development would <br />allow subdivision of the subject property into approximately 21 lots and allow construction of <br />single-family dwellings on each lot, resulting in approximately 210 additional daily trips on Boones <br />Ferry Road and other roads in the area. Comments are based on this level of development; changes <br />in development level may result in changes in requirements and/or mitigation measures. The Public <br />Works Engineering Division has the following comments, recommendations, and requirements for <br />this case: <br /> <br />Streets <br />Depending on the level of development, the applicant may be required to prepare a Transportation <br />Impact Analysis (TIA) at the discretion of the Public Works Department. The TIA would need to <br />be prepared in accordance with the requirements of Marion County Public Works. Mitigation <br />measures identified as necessary by the County upon evaluation of the TIA will need to be <br />constructed as part of this development in order to protect the public safety and welfare. <br /> <br />If this development is constructed, prior to plat approval, the applicants will be required to make <br />improvements along their frontage of adjacent county roads to improve the roads to County <br />Standards as directed by the Public Works department. This will include such elements as paving, <br />gravel shoulder, drainage work, vegetation clearing, and slope work. This will also include <br />realigning the intersection of Boones Ferry Road with Donald Road to bring it closer to a right <br />angle and meet standards for sight distance, radius, pavement, etc. <br /> <br />The developer may be required to pay proportional share contributions to identified project needs in <br />the vicinity of the development as determined by Marion County Public Works. The exact amounts <br />will be determined and provided to the applicant when a more detailed plan is provided. In order for <br />adequate transportation facilities to be available, the developer may need to provide improvements <br />(such as a center turn lane) at the intersection of Boones Ferry Road with Ehlen Road. <br /> <br />In accordance with the Rural Zoning Ordinance of Marion County, Oregon, the applicant would be <br />required to dedicate sufficient right-of-way on the plat to provide standard public dedicated right-of- <br />way width (or half-width as appropriate) along adjacent roads and standard radius at corners. Any <br />dedications shall be to the public, not Marion County. <br /> <br />If this development is constructed, the applicant would be required to construct roads serving the <br />development to standards as directed by the Public Works Department. The developer would also <br />need to dedicate right-of-way for these roads as directed by the Public Works Department. The <br />Public Works Department may specify road locations and may require connections to adjacent <br />properties. The access road to the subject property will need to be directly across from the south <br />leg of Boones Ferry Road at its intersection with Donald Road. <br /> <br />In accordance with Marion County Ordinance #651, access permits will be required for any new <br />access or change in use of the existing access to the public right-of-way. If this development <br />occurs, the developer will be required to obtain access permits and make modifications as necessary <br /> <br />
