below. The full comments can be reviewed in the planning file.

9. Marion County Department of Public Works Land Development and Engineering: “the
Approval of
proposed development would allow construction a dwelling on the subject property, resulting in
approximately 10 additional daily trips on Mill Creek Road and other roads in the area. The Public
Works Engineering Division has the following comments, recommendations, and requirements for
this case:

?

If this development is constructed, prior to plat approval, the applicants will be required to make
improvements along their frontage (or shadow frontage) of Mill Creek Road to County
Standards as directed by the Public Works department. This will include such elements as
gravel shoulders, drainage work, vegetation clearing, and slope work.

?

In accordance with Marion County Driveway Ordinance #651, if this development occurs, the
developer will be required to obtain an access permit. The site access must meet County
Standards to establish safe and compliant access, and the County may require shared driveways
and may specify access location.

?

A Road Maintenance Agreement will be required for any non-county-maintained access
easements used to access any part of the subject property. The developer may be required to
sign a joint-use agreement that would allow neighboring properties to share access. Marion
County will assist in preparing agreements; contact Tedd Joling at (503) 584-7714 for details.

?

Driveways will also need to meet fire district standards for emergency access.

?

Site grading shall not impact surrounding properties, roads, or drainage ways in a negative
manner. Improvements on the property shall not block historical or naturally occurring
runoff from adjacent properties. The applicant may be required to submit a site grading and
drainage plan to verify this lack of negative impact.

?

The subject property is within the unincorporated area of Marion County. Transportation and
Parks Systems Development Charges will be assessed upon any development on the subject
property at the time of application for building permits.

?

Any work in the public right-of-way will require a permit from Public Works.”

Marion County Sanitarian: The lot will need a Septic Site Evaluation.

Marion County Tax Department: Any tax liability that may exist will need to be paid before the
subject properties can be divided.

PUBLIC COMMENTS

10. Friends of Marion County noted that they defer comment until review of the recommendation.
