Development 0.5 acres and larger are <br />required to provide storm drainage detention. <br />Prior to plat approval, the applicant shall submit <br />a storm drain and detention system plan for the <br />current and future development." A plan was <br />submitted for Parcel 3, the parcel associated with <br />this planning action, and was conceptually <br />approved. The plan shows the parcel divided into <br />four lots. The site plan submitted for Zone Change <br />03-8 indicates that parcel 3 will not be divided <br />into four lots. Therefore, storm detention will <br />not be a requirement at this time. If the lot is <br />partitioned or further developed in the future, <br />storm detention will be required for the parcel. <br />The system shall be sized so that it will detain <br />the difference between a 5 -year frequency storm <br />with pre -development conditions (before the zone <br />change) and a 10 -year frequency storm with <br />development conditions. <br />3. Prior to issuing building permits, the applicant <br />shall submit a site drainage plan that includes <br />existing contours or show natural drainage courses <br />that are indicated by arrows pointed in the <br />direction of flow and how the applicant proposes <br />to discharge roof runoff from the site. Site <br />grading shall not impact surrounding properties in <br />a negative manner. Construction of improvements on <br />the property shall not block historical or <br />naturally occurring runoff from adjacent <br />properties. <br />4. Construction of the dwellings and the required <br />driveway access will increase the amount of storm <br />runoff from the subject property. Prior to issuing <br />building permits, the applicant shall construct a <br />private storm drain line and connect to an <br />existing system on the westerly side of 45th <br />Avenue. Roof drains from the proposed dwelling <br />shall connect to this private system. <br />S. Public storm drainage improvements shall be built <br />to Marion County Engineering and Construction <br />Standards. Storm drainage shall be discharged to a <br />suitable outlet and, where applicable, evidence <br />provided that an adequate easement exists for <br />transit of the water to such an outlet. <br />ZC03-9 - ORDER 3 <br />
