1. The subject property is within the Salem urban growth boundary <br />(UGB) and is designated Multi -Family Residential in the SACP. The <br />parcel is zoned UD, and is under Marion County jurisdiction. <br />2. The subject 0.57 -acre parcel is on the north side of Blueberry <br />Lane NE, approximately 200 feet west of its intersection with 45th <br />Avenue NE. The property is undeveloped, and is served by a <br />graveled private drive. The parcel was lawfully created with <br />approval of P 99-18 and the filing of partitioning plat 99-99. <br />3. Properties to the south and east are zoned UD and are developed <br />with single family dwellings. Property to the north is zoned RM <br />(MULTI FAMILY RESIDENTIAL) and contains a multi -family residential <br />development. Property to the west is zoned P (PUBLIC), and is owned <br />by Chemeketa Community College. <br />4. Applicants propose changing the zone from UD to RL, and placing <br />two manufactured homes connected by a common garage as a duplex on <br />the subject property. <br />S. The Marion County Planning Division requested comments on the <br />proposal from various governmental agencies. <br />The Marion Countv Department of Public Works (DPW) commented: <br />Approval of the proposal will change the zone from UD <br />(Urban Development) to RL (Limited Multiple Family) on <br />the subject property resulting in additional traffic'on <br />45th Avenue. The Public Works Department has the <br />following comments, requirements, and recommendations <br />for the proposed zone change: <br />PUBLIC WORKS FACTS AND FINDINGS <br />STREETS <br />1. In accordance with Marion County Driveway <br />Ordinance #651, driveway permits will be required <br />for any new access or change in existing access to <br />the public right-of-way. Through the building <br />permit process, the applicant shall be required to <br />apply for a driveway permit. In addition, the <br />applicant shall pave a 12 -foot wide asphalt <br />driveway a minimum distance of 100 -feet as <br />measured from the 45th Avenue right-of-way. <br />STORM DRAINAGE <br />2. One of the Conditions of Approval for Urban <br />Partition Case P99-18 states: "The application <br />shows parcel 3 will be further divided in the <br />ZC03-9 - ORDER 2 <br />
