3. Applicants shall pave a 12 -foot wide asphalt driveway a minimum <br />distance of 100 -feet as measured from the 45th Avenue right-of- <br />way. <br />4. Prior to issuing building permits, applicants shall submit a site <br />drainage plan that includes existing contours or show natural <br />drainage courses that are indicated by arrows pointed in the <br />direction of flow and how applicants propose discharging roof <br />runoff from the site. Site grading shall not impact surrounding <br />properties in a negative manner. Construction of improvements on <br />the property shall not block historical or naturally occurring <br />runoff from adjacent properties. <br />S. Construction of the dwellings and the required driveway access <br />will increase the amount of storm runoff from the subject <br />property. Prior to issuing building permits, applicants shall <br />construct a private storm drain line and connect to an existing <br />system on the westerly side of 45th Avenue. Roof drains from the <br />proposed dwelling shall connect to this private system. <br />6. Public storm drainage improvements shall be built to Marion County <br />engineering and construction standards. Storm drainage shall be <br />discharged to a suitable outlet and, where applicable, evidence <br />provided that an adequate easement exists for transit of the water <br />to such an outlet. <br />7. Transportation systems development charges shall be assessed upon <br />development of the parcel at the time of application for building <br />permits. <br />S. Any utility work in the public right-of-way will require a utility <br />permit from the Marion County Department of Public Works. <br />9. All development on the subject property must meet RL zone <br />development standards, and the standards found in MCUZO chapters <br />26 through 40. <br />VII. Referral <br />This document is a recommendation to the Marion County Board of <br />Commissioners. The Board will make the final determination on this <br />application. Any aggrieved or affected person may file with the Marion <br />County Clerk (Marion County Courthouse, 100 High Street NE, Salem), a <br />written request for a public hearing before the Board within twenty <br />(20) days of the date of mailing of this recommendation. The request <br />must be accompanied by and will not be accepted without payment of a <br />$500.00 fee. (If the Board denies the appeal, $300 of the fee will be <br />refunded.)
