Properties to the north and east are zoned AR and consist of rural <br />residential lots and homesites. Properties to the south and west <br />are zoned SA (SPECIAL AGRICULTURE), and are in forest use. <br /> <br />Applicant proposes dividing an 8.659 acre parcel into three <br />parcels containing 2.0 acres, 2.0 acres, and 4.659 acres. Access <br />to the parcels will be by a newly created easement across' <br />applicant's parcel to the east. The easement will also serve one <br />of the proposed parcels in P 02-21, for a total of four parcels. <br />The subject property is heavily wooded, and steeply sloped. <br /> <br />The Marion County Planning Division requested comments on the <br />proposed partitioning from various governmental agencies. <br /> <br />The Marion County Department of Public Works (DPW) commented: <br /> <br />Approval of the proposed partition will create an <br />additional home site on the subject property resulting <br />in additional traffic on River Springs Road. The <br />following requirements address impacts created by <br />approval'of the proposed partition: <br /> <br />The partition will create two new lots and the <br />original house that will be severed off a public <br />easement to River Springs Road. This easement will <br />also serve one lot created by Partition P 02-21. <br />Ail the lots shall enter into a road maintenance <br />agreement to maintain the road. <br /> <br />The twenty-foot easement shall be brought up to <br />minimum standards of 8-inches of crush 1"-0 rock <br />sixteen feet wide with appropriate ditches and <br />cross tiles. The easement shall be constructed <br />before the partition is recorded. <br /> <br />o <br /> <br />Prior to plat approval, the applicant shall <br />provide a storm drainage plan for the site that <br />shows the down spout locations and the septic <br />fields and any other natural water features. <br /> <br />o <br /> <br />The subject property is within the unincorporated <br />area of Marion County. Transportation and Parks <br />Systems Development Charges shall be assessed upon <br />development of the home on the newly created <br />parcel, at the time of application for building <br />permits. <br /> <br />A driveway permit will be required for the new <br />access to the public right-of-way.
