Basalt and Older Rocks" (NGS, 1997), and assuming one <br />dwelling results in use of 525 gallons/day. <br /> <br />(2) <br /> <br />If the Water Use Inventory demonstrates that the new use will <br />result in consumption of 70 percent or more, but less than 90 <br />percent, of the available recharge within one-quarter mile, <br />based on use information generated as part of the Inventory <br />and recharge data contained in "Geologic and Hydrogeologic <br />Study of the Residential Acreage Zoned Areas of Marion County <br />Underlain by the Columbia River Basalt and Older Rocks" (NGS, <br />1997), and assuming one dwelling results in use of 525 <br />gallons/day, the county may apply conditions pursuant to <br />section 181.140 to approval of the proposed use. <br /> <br />The water use inventory density is one lot per 12.63 acres within <br />one-quarter mile of the subject property, which is greater than <br />the five acre threshold parcel size in the SGO-5 zone. The <br />inventory also estimated that 13.1 percent of available recharge <br />would be used, which is less than the 90 percent standard in MCZO <br />181.090{C) (1) (b), and less than the 70 percent standard in MCZO <br />181.090(C) (2). A hydrogeology review is not required under chapter <br />181 as part of the partitioning process. <br /> <br />The purpose of MCZO chapter 181 is to implement the groundwater <br />resources goals and policies of the environmental quality and <br />natural resources section of the MCCP. Chapter 181 implements the <br />program to review land use applications to assess the risk that a <br />proposed use will adversely affect the sustainability of aquifer <br />production. The ordinance is not intended to act as a guarantee <br />that a property owner will successfully locate an adequate water <br />supply at a particular location or on a specific lot or parcel, or <br />that any individual well will continue to provide adequate water <br />for an existing land use. <br /> <br />Chapter 181 attempts to evaluate new exempt uses to determine <br />whether they are likely to contribute to groundwater over use in <br />the area. The levels of review set by chapter 181 meet the MCCP <br />and MCZO requirement to evaluate a use to determine whether there <br />is any significant evidence of an inability to obtain a suitable <br />domestic water supply for a use, and to provide sufficient <br />information to demonstrate that the groundwater resource will not <br />be effected or that the potential negative impacts will be <br />mitigated. <br /> <br />Area property owners are concerned about water levels in the <br />neighborhood, but the water use inventory results are <br />satisfactory, and no further study is required.
