MCZO 181.070 lists the water supply studies required by the county <br />to help determine whether a land use action will have an adverse <br />impact on groundwater resources. Under MCZO 181.070(A), for <br />residential partitions, the following provisions apply to land <br />divisions in residential zones in the SGO zone, where residences <br />will use exempt wells: <br /> <br />(2) <br /> <br />Within the "SGO" zone, applications to partition a parcel of <br />land shall be subject to the following requirements: <br /> <br />(a) <br /> <br />If the average parcel size proposed in the application <br />is equal to or larger than the ~threshold" lot size <br />displayed in the zone label on the official zoning map, <br />no demonstration of water supply is required; <br /> <br />(b) <br /> <br />If the average parcel size proposed in the application <br />is smaller than the "threshold" lot size displayed in <br />the zone label on the official zoning map, the <br />application shall be accompanied by a Water Use <br />Inventory pursuant to section 181.090. <br /> <br />The subject property is in the SGO-5 zone. The threshold parcel <br />size is five acres. The proposed average parcel size of this <br />request is less than five acres. A water use inventory was <br />conducted in accordance with MCZO 181.070(A) (2) (b). <br /> <br />According to MCZO 181.090, the purpose of a water use inventory is <br />to use existing information to gain specific information to make <br />conclusions regarding groundwater availability for an individual <br />lot or a partition. Under MCZO 181.090(C): <br /> <br />(1 <br /> <br />A hydrogeology review pursuant to MCZO 181.100 shall be <br />required if the water use inventory establishes that any of <br />the following circumstances exist: <br /> <br />(a) <br /> <br />The average size of lots and parcels within one-quarter <br />mile of the proposed development, including all <br />existing lots and parcels and all proposed parcels in <br />the subject application (if any), is smaller than the <br />"threshold" size indicated on the applicable zone label <br />on the official zoning map (for example, if the <br />applicable zone is "SGO-5" and the average size of lots <br />and parcels in the area is four acres); or <br /> <br />(b) <br /> <br />The new use will result in consumption of more than 90 <br />percent of the available recharge within one-quarter <br />mile, based on use information generated for the <br />Inventory and recharge data contained in "Geologic and <br />Hydrogeologic Study of the Residential Acreage-Zoned <br />Areas of Marion County Underlain by the Columbia River <br /> <br />P 02-22 - ORDER -11 <br />KOLOEN <br /> <br /> <br />
