The properties are proposed to be severed offa public easement created by P 99- <br />1. This partition will create the third lot that doesn't have frontage on a public <br />mad. The easement shall be brought up to mi~fimum standards of 8dnches of <br />crash 1"-0 rock sixteen feet wide. <br /> <br />Prior to plat approval, the applicant shall provide a storm drainage plan for the <br />site that shows the down spout locations and the septic fields and any other <br />natural water features. <br /> <br />The subject property is within the unincorporated area of Marion County. <br />Transportation and Parks Systems Development Charges shall be assessed upon <br />development of the home on the newly created parcel, at the time of application <br />for building permits. <br /> <br />Driveway permits will be required for any new access or change in existing <br />access to the public right-of-way. Through the building permit process, the <br />applicant shall be required to apply for a driveway permit or an exemption fi.om <br />the permit process. Public Works' staff will review the driveway at that time and <br />determine if it is in compliance with current County standards. If an exemption is <br />denied, the applicant will be required to apply for a driveway permit and make <br />necessary changes to establish a compliant access <br /> <br />Construction of improvements on the property shall not block historical or <br />naturally occurring runoff from adjacent properties. Site grading shall not impact <br />surrounding properties in a negative manner." <br /> <br />Marion County Surveyor's Office indicates that parcels 10 acres and less must be <br />surveyed. Per ORS 92.050, a Plat must be submitted for review along with required fees <br />and a Plant service report and/or title report. <br /> <br />The Salem Suburban Fire District provided information on their access road and premises <br />identification standards. In addition, they indicated that due to the lack of fire protection <br />water in this area structures are protected primarily fi.om water available on tracks and <br />tankers. Early fire warning devices and residential sprinkler systems would serve these <br />residents well in the event of a fire. The District also stated it is critical that any private <br />drive is constructed with the provisions of the Uniform Fire Code. <br /> <br />Marion County Building Inspection Division commented that a Site Evaluation approval <br />is required on all parcels that are proposed for development. <br /> <br />Marion County Tax Collection Department provided information on the tax status of the <br />property. <br /> <br />The State Water Resources Department commented as follows: <br /> <br /> <br />
