8.In 1996 the applicants made a similar application to expand the student housing at the <br />seminary through conditional use case 96-17. In that decision the Hearings Officer <br />determined that a conditional use was not required because the use of the property was as a <br />school facility and therefore a permitted use subject to review under the provisions of an <br />Administrative Review. The current proposal is to expand and improve a portion of an <br />existing school facility. No new school is being established and all the proposed improve- <br />ments are directly related to the operation of the existing seminary. The proposal meets the <br />standards in 7(a) and (b) and is, therefore, approved. <br />Craig O.
