It is based on wood-frame construction with stucco, brick exterior finishes and <br /> a tile roof. Features included an unfinished, detached garage and forced-air heating. <br /> Electrical service is brought into the residence through an underground power <br /> distribution line routed to a main electrical panel which is mounted on an east interior <br /> wall. There is also an electrical sub-panel located in the shop house directly north of <br /> the residence. The sub-panel is fed by an underground feeder circuit routed from the <br /> main electrical panel. For the purposes of this report, the front of the residence faces <br /> north. <br /> INTERVIEW <br /> Don and Brandi Taylor <br /> On February 20, 2021, Don and Brandi Taylor were interviewed, and the following <br /> information was obtained: <br /> • On September 7, 2020, at 3:00 p.m., the Taylors were forced to evacuate their <br /> home located at 49930 North Santiam Highway in Idanha, Oregon, due to the <br /> encroachment of an area wildfire. On September 8, 2020, at 8:00 a.m., their <br /> home lost power. <br /> • Around September 21, 2020, the Taylors were allowed by local authorities to <br /> return to the home under a special exception arrangement, but only for 30-45 <br /> minutes to gather additional belongings before having to re-evacuate. During <br /> the brief stay, they noticed the encroachment of flames near the west side of <br /> their home while nearby firefighters were actively engaged in putting out the <br /> area fire. <br /> • Approximately one week later, around the end of September 2020, the <br /> evacuation order was lifted, and the Taylors were allowed to return home. Upon <br /> their return, they noticed that the trees located on the west side of the home <br /> had been extensively burned and thinned out. Their 860-gallon propane tank, <br /> which was also located on the west side of the home, had vacuum-sealed itself <br /> due to the intensity of nearby heat produced by the wildfire. <br />
