Explanatory Statement:The Salem City Council has determined that the following fees are subject to the election requirements established by the passage and implementation of Measure 50. Ballot Measure 24-91 permits the City to increase the fees listed below. Library The proposed non-resident library fee and increased parking meter fee will be used to fund library programs.
