Summary: Amends City Charter: Requires that annexations to the city, including delayed annexations, be approved by voters of the city. Excepts annexations from voter approval requirement when annexation contracts were signed before the charter amendment, annexations are necessitated by failing septic systems or health hazards, or annexations are mandated by state law. |
