PRIMARY OBJECTIVE <br />The primary objective of this report is to provide information that shows that the current <br />residence at 5844 Davis Creek Road, Silverton, Oregon is safe for human habitation. <br />BRIEF HISTORY <br />Based on the Marion County Assessor's property records the original manufactured home was <br />put in place on its own foundation system around 1988. <br />A detached garage with foundation wall and concrete floor slab was built in 1992. The timeline <br />of when the canopy over the manufactured home and the wrap around porch was constructed is <br />unclear, even though we believe it was built at the same time as the detached garage. The <br />county has no official record for the permit of this construction in its possession. The canopy <br />consists of scissor,trusses built over the existing manufactured home to essentially provide a <br />new roof over the existing home and porch . A perimeter foundation wall was also built for the <br />porch that was built around the existing home. There was also a roof connection that was built <br />between the canopy and the roof of the detached garage, which created a breezeway between <br />the home and the garage. , <br />In June of 2004, Nick and Efrosina Boru purchased this property, \Athich at that time consisted of <br />a manufactured home under a canopy, a wraparound porch and a garage. Between 2004 and <br />2016, several minor modifications were made, mainly enclosing parts of the porch to protect the <br />·main residence from severe weather conditions and repairs to the existing home. In 2016, 28 <br />years after the manufactured home was put in place a remodel of the existing residence was <br />undertaken. This remodel was carefully planned out and built by experienced craftsmen to its <br />new layout as it stands today. <br />CODE COMP LJ ANCE <br />This residence has gone through several modifications over the last 25 plus years from the <br />original manufactured home to its present configuration. <br />Building permits should have been obtained for some of these improvements, and Marion <br />County building officials have records of these permits , However, there is one improvement that <br />is in question, that is the canopy over the existing manufactured home and the foundation wall <br />for the porch, which is now the foundation wall for the exterior wall of the main residence. The <br />owner of the property at the time informed us that a design for the scissor trusses and <br />foundation wall were completed and that a building permit was obtained. Unfortunately, Marion <br />County building officials have no record in their possession of this permit application. The owner <br />at that time has no possession of this permit and the builder who constructed the foundation wall <br />and canopy cannot be found either. The existing foundation wall after the remodel has become <br />the foundation wall for the exterior wall and since there seems to be no record of its design or <br />construction it is now a matter of concern for the Marion County building officials. To alleviate <br />these concerns a ground penetrating radar investigation was done on January 9 2018. The <br />results of this investigaUon-show that there is no reinforcing in the foun<\ation wall for the house, <br />but there are anchors embedded in the concrete foundation wall to hold down the bottom plate <br />of the wood stud framing of the walls. The investigation on foundation wall for the garage shows <br />that there is a presence of horizontal reinforcement bars. It is worthy of note that this is no great <br />surprise, since the building codes··ot that period would most likely be adhered to the 1990 One <br />and Two Family Dwelling Specialty Code. This code mentions that reinforcing bar was not <br />required in footings or foundations unless the structure was located in an. area that has unstable <br />3
