Nature of the Application <br /> <br /> This matter comes before the Marion County Hearings Officer on <br />appeal of the Planning Director's approval of the application of Alan <br />Koloen to divide a 4.36 acre parcel into two parcels containing 2.18 <br />and 2.18 acres in an AR (ACREAGE RESIDENTIAL) zone on property at 6633 <br />Fern Forest Lane S., Salem, Marion County, Oregon (Section 24C; T8S; <br />R4W; Tax Lot 902). <br /> <br />II. Relevant Criteria <br /> <br /> The standards and criteria relevant to this application are found <br />in the Marion County Subdivision and Partitioning Ordinance (MCSPO), <br />the Marion County Comprehensive Plan (MCCP) and the Marion County <br />Zoning Ordinance (MCZO) (Rural), especially chapter 128. <br /> <br />III. P~lic Hearing <br /> <br /> A public hearing was duly held on this application on Novermber 20, <br />2002. At the hearing, the Planning Division file was made part of the <br />record. The records in P 02-22, LLA 01-27 and P 99-1 were also made a <br />part of the record. The record remained open until December 4, 2002 for <br />applicant, until December 11, 2002 for opponents, and November 18, 2002 <br />for applicant to provide additional information. The open record period <br />was later extended to December 18, 2002 for applicant, until January 2, <br />2003 for all other parties, and until January 8, 2003 for applicant's <br />rebuttal and closing arguments. <br /> <br /> The hearings on P 02-21 and P 02-22 <br />convenience.
