Nature of the Application This matter comes before the Marion County Hearings Officer on appeal of the Planning Director's approval of the application of Alan Koloen to divide a 4.36 acre parcel into two parcels containing 2.18 and 2.18 acres in an AR (ACREAGE RESIDENTIAL) zone on property at 6633 Fern Forest Lane S., Salem, Marion County, Oregon (Section 24C; T8S; R4W; Tax Lot 902). II. Relevant Criteria The standards and criteria relevant to this application are found in the Marion County Subdivision and Partitioning Ordinance (MCSPO), the Marion County Comprehensive Plan (MCCP) and the Marion County Zoning Ordinance (MCZO) (Rural), especially chapter 128. III. P~lic Hearing A public hearing was duly held on this application on Novermber 20, 2002. At the hearing, the Planning Division file was made part of the record. The records in P 02-22, LLA 01-27 and P 99-1 were also made a part of the record. The record remained open until December 4, 2002 for applicant, until December 11, 2002 for opponents, and November 18, 2002 for applicant to provide additional information. The open record period was later extended to December 18, 2002 for applicant, until January 2, 2003 for all other parties, and until January 8, 2003 for applicant's rebuttal and closing arguments.
