Marion County Class Specification BulletinPage of <br />>>> <br />6.Designs and performs cost/benefit analyses and other studies on proposed new projects and <br />services. <br />7.Confers with department head, chief administrative officer, board of commissioners and other <br />employees and teams to develop plans and to resolve difficult points of law and procedure. <br />8.Represents the county at meetings with other agencies and the members of the community. <br />9.Conducts evaluation studies of specific agency or county programs and presents results orally and <br />in written reports. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's Degree in public or business administration, political science, communication, <br />accounting, economics, or related field; AND <br />2.At least four (4) years responsible experience which includes independent research, design and <br />methodology, management analysis, and facilitating group process; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />DISTINGUISHING CHARACTERISTICS <br />Employees within the Management Analyst 2 classification are distinguished from the Management <br />Analyst 1 classification by the level of responsibility assumed, the complexity of the duties performed, <br />high degree of independent judgment, and a significant leadership role in non-county community groups <br />or agencies. The employee in this classification is responsible for researching, evaluating, and reviewing <br />complex policies, procedures, contracts, and services and making effective recommendations requiring <br />solid knowledge of local government operations and administration. Management Analyst 2 is the <br />advanced, journey-level classification in the series with an emphasis on detailed research and analysis of <br />a variety of types of data impacting current and long-term management policies and procedures. <br />KNOWLEDGE, SKILLS AND ABILITY <br />Knowledge of: the principles and practices of public administration, and of the principles of sound <br />organization and management; financial principles and practices in local government, and of budget <br />preparation and administration techniques; organizational processes and design; principles and practices <br />of statistical analysis and data collection. <br />Ability to: research and analyze issues and procedures; prepare and present recommendations on <br />complex issues, and to illustrate policy and fiscal impact of alternative decisions; prepare a budget and to <br />evaluate budgetary requests; conduct and evaluate surveys and special studies; evaluate program or <br />department operations and performance; establish and maintain positive working relationships with <br />coworkers and the public; lead and direct, and participate in training and evaluating personnel. <br />Skill in: applying the principles and techniques involved in performing management improvement studies; <br />coordinating and facilitating group process, and in communicating effectively in both oral and written form; <br />making formal presentations before large groups; applying statistical techniques to research and <br />administrative studies. <br />ADOPTED: <br />09/85 <br />REVISED: <br />09/88; 03/93; 06/05; 03/09; 07/12 <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
