Marion County Class Specification BulletinPage of <br />>>> <br />5.Prepares standard contracts for sub-contractors receiving pass through funding from state and <br />other funding agencies. <br />6.Audits subcontractors' fiscal and performance reports to establish and monitor continued <br />compliance with state, county and contractual requirements. <br />7.Coordinates and attends contractor site audits to monitor legal and contractual requirements. <br />8.Recommends and negotiates corrective action for contractor compliance deficiencies; provides <br />technical assistance or referral to resources for corrective action; monitors progress on corrective <br />action plans. <br />9.Acts as liaison between Contracts Team and other department teams, State of Oregon staff, <br />contractors, and other county departments. <br />10.Prepares, maintains, and modifies allocation spreadsheets for appropriation of contract funding <br />through state inter-governmental agreement (IGA), by service element and by contractor. <br />11.Receives monthly payments from funding agency, generates deposit of funds, and generates <br />payments to contractors; prepares authorizations for payment, prepares and submits fund claims; <br />monitors payments for budget projects. <br />12.Reconciles year-end fiscal audit from funding agency with departmental records of receipt and <br />payment; meets with providers and funding agency to reconcile all payment records. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in business or public administration, accounting, finance, or a related field; AND <br />2.Two (2) years experience in contract preparation and administration, OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.
